Office of Economic Recovery and Investment Announces Request for Proposals for Risk Assessment and Compliance Monitoring

The Office of Economic Recovery and Investment (OERI) is announcing the availability of a Request for Proposals (RFP) for Grant Risk Assessment and Compliance Monitoring. The RFP is available on the OERI Web site at  www.ncrecovery.gov under ‘Highlights’, (http://www.ncrecovery.gov/library/docs/RFP_GrantRiskAssessmet.doc ), or at the N. C. Department of Administration Web site at www.ncpandc.gov .


OERI is requesting that independent audit firms submit proposals to contract with the Office to perform two different assessments:


1. Perform capacity evaluations on potential sub-grantees.


2. Perform post-grant monitoring of the sub-grantees of the State of North Carolina’s weatherization programs funded by the American Recovery & Reinvestment Act (ARRA).


A mandatory preproposal conference/site visit for all prospective offerors is scheduled for 2:00 p.m., Wednesday, July 8, 2009 at the Office of Economic Recovery and Investment (OERI), 221 East Lane Street, Raleigh, NC 27603.


Attendance at this conference is a prerequisite for consideration of an offeror’s proposal. Latecomers will not be allowed to attend. All vendors must sign in at the beginning of the conference and sign out at the conclusion in order for their proposal to be considered. Prospective offerors are encouraged to submit written questions no later than Friday, July 10, 2009 at 1:00 p.m.


Sealed proposals subject to the conditions delineated in the Request for Proposal  (https://www.ips.state.nc.us/IPS/AGENCY/PDF/06868800.pdf) will be received until July 22 at 2:00 p.m.


A summary of all questions and answers will be posted on the Internet as an addendum, located under the RFP number being modified. It is the offeror’s responsibility to assure that all addenda have been reviewed and, if need be, signed and returned.
